Massoud Rezakhani Consulting (MRC), LLC provides flood hazard analysis and mitigation solutions for both public and private-sector clients. Our expertise covers flood hazard mapping, disaster response and mitigation services, land planning and development, and coastal engineering.
MRC, LLC has over 50 years of experience, including 22 years of experience working directly with the Federal Emergency Management Agency (FEMA) under the National Flood Insurance Program (NFIP). Our firm has helped develop several of FEMA’s current policies and regulations. This allows us to quickly and efficiently evaluate existing FEMA floodplain designations, negotiate with federal, state, and local agencies to get them reclassified where possible, and obtain the necessary permits to ensure successful completion of a project.
By analyzing the FEMA floodplain designation areas at a more detailed level, MRC, LLC is able to reclaim the use of previously unusable land. We are often able to reduce the floodplain areas and provide flood mitigation plans for the remaining areas, such as the design of detention basins, floodwalls, road crossings, and channel sizing.

Massoud Rezakhani, CFM – Principal
Massoud Rezakhani is the principal of MRC, LLC. As a Certified Floodplain Manager (CFM), Mr. Rezakhani has been providing flood analysis and mitigation solutions for public and private-sector clients for over 24 years, and has 19 years of direct FEMA NFIP Region IX experience.
Mr. Rezakhani has both technical and large-scale project management expertise in the areas of floodplain analysis, hydrologic and hydraulic modeling, and sediment transport analysis for a variety of riverine and alluvial fan projects. In addition, Mr. Rezakhani has managed and participated in detailed reviews of more than 2,500 FEMA LOMC requests and reviewed or performed analyses on over 300 FEMA-funded flood data updates. He has served as the FEMA liaison on dozens of assignments ranging from being a Regional MCC manager for several years to preparation of CLOMRs/LOMRs in the western states.
Mr. Rezakhani has developed and published multiple FEMA regulations, including Zone AR Levee Policy and National Certification Forms. He is a member of the American Society of Civil Engineers (ASCE), the Association of Floodplain Managers (ASFPM), and the Floodplain Management Association (FMA). He holds a master’s degree in civil engineering from George Washington University.
Clint Roos
Clint Roos is a project engineer at MRC, LLC. He has been providing water resources, land development, and land surveying services for the last six years in Arizona, California, Hawaii and Indiana. His specialties include alluvial fan analysis, floodplain delineation, hydraulic modeling, hydrologic modeling, scour analysis, levee certification, storm water facility design, roadway drainage, construction plan preparation, construction management, water and wastewater design, boundary surveying, topographic surveying, LiDAR QA/QC and construction staking. He has working knowledge of computer software such as HEC-1, HEC-RAS, HEC-HMS, HEC-GeoRAS, FEMA FAN, Bentley/Haestad Methods Products (FlowMaster, StormCAD and CulvertMaster), HY-8, FLO-2D, DHM, AutoCAD (Land Desktop and Civil3D) and ArcGIS.
Mr. Roos has a B.S. in Civil Engineering and a B.S. in Land Surveying and Geomatics Engineering from Purdue University. He is an Engineer-in-Training (E.I.T.) and a Land Surveyor-in-Training (L.S.I.T.). Mr. Roos is active in the American Society of Civil Engineers (ASCE), the Arizona Floodplain Management Association (AFMA), Arizona Hydrological Society and the American Congress on Surveying and Mapping (ASCM).
